Numerous volumes have been written about the military--industrial complex. Congress and the media, recognizing the significance of the DOD procurement function, have subjected it to scrutiny over the past few years. DOD constantly searches for new and better means of buying from industry. One such search was embodied in Project 60 which resulted in the centralization of contract administration through the formation of DCAS (Defense Contract Administration SERVICES). The paper examines DCAS, why it was considered necessary, and how well it has achieved its goals. Research sources include US Congressional reports, personal interviews, procurement texts, questionnaires, student research papers, and various periodicals. The main conclusions are that DCAS has performed the function for which it was established; that while the organization as a whole has attained maturity, fragmentation of the engineering organization has retarded the progress of this critical resource.
